Teh-wei Hu is a Professor in Graduate
School
and Professor Emeritus of Health
Economics at the
University
of
California,
Berkeley
. His
areas of expertise are the application of econometrics to health care
services research including mental health, mental health financing policy
analysis, and cost-effectiveness analysis. Author of over 200
publications and co-author of the book “Cost-Outcome Methods for Mental
Health”, he is also the associate editor of the Journal of Mental Health
Policy and Economics. He has served as a consultant to the World
Bank, the World Health Organization, the National Institutes for Health,
the
Institute
of
Medicine, the
Rand Corporation, the Ministry of Health in the People’s Republic of
China, the Hong Kong government, and many private research
institutions and foundations.

Contents |
This session
will first review various payment methods of mental health care services,
then will discuss how different payment methods affect their
providers. It also has been shown that different payment methods
have different impacts on mental health outcomes. This session will
use various examples such as fee for service, case payment, capitation
experiments implemented in the United States, in particular the states of
Colorado, California, and
Utah. Additional topics on the international cost of
mental illness and mental health payment systems in Asia will be
presented.
