Curriculum Vitae

Howard H. Goldman, M.D., Ph.D., is Professor of Psychiatry at the University of Maryland School of Medicine. He is the author of more than 250 publications and is also the editor of Psychiatric Services.  In addition, he serves on the editorial board of several other journals, including the American Journal of Psychiatry and the Journal of Mental Health Policy and Economics. Dr. Goldman served as the Senior Scientific Editor of the Surgeon General's Report on Mental Health from 1997-1999 for which he was awarded the Surgeon General’s Medallion.  During 2002 and 2003 he was a consultant on evidence-based practices for the President’s New Freedom Commission on Mental Health. In 2002 Dr. Goldman was elected to the Institute of Medicine of the National Academy of Sciences.

The session on MH policy research is designed to provide a basic understanding of MH policy to inform the conduct of research on the organization and financing of MH services, including quality improvement activities and their evaluation.  The course will begin with definitions of social policy and MH policy, placed in a context of the history of MH services and other related human services (such as education, welfare, criminal justice, housing and labor). Participants will  focus on how a policy is developed into a MH plan and then a programme. Implementation issues will be studied to inform the design of evaluations of MH policies. Trainees will then study examples of MH policy reforms and methods for evaluating the implementation and impact of specific mental health policies. After an introduction to the organization of services for MH, trainees will study a variety of quality improvement strategies and learn how to monitor and evaluate them
