Session I - INTRODUCTION AND EPIDEMIOLOGY

List of Topics

  • Diagnostic Approaches for Mental Disorders
  • The Epidemiology of Mental Disorders
  • The Epidemiology of Mental Health Service Use
  • Assessments of the Need for Mental Health Services

Contents

This session will review the history of psychiatric nosology, and the development of explicit diagnostic criteria that facilitated the development of diagnostic instruments for epidemiologic and clinical research.  After twenty-five years of experience with current diagnostic criteria since the 1980 publication of DSM-III, both the benefits of more reliable diagnoses and the limitations of associated criteria and instruments will be discussed.  Alternative approaches will be explored for using a combination of categorical, dimensional, and biological diagnostic criteria for determining diagnostic thresholds, medical necessity for care, and the relationship of impairment and disability measures for making such judgments.   This session will provide the basic clinical and epidemiological background for further mental health quality, economics, and policy research sessions.

Session II -
MENTAL HEALTH POLICY, SERVICES AND EVALUATION RESEARCH

List of Topics

  • MH Policy, Plans and Programmes
  • MH Legislation and Human Rights
  • Organization of Services for Mental Health
  • Quality Improvement for Mental Health

Contents

The session on MH policy research is designed to provide a basic understanding of MH policy to inform the conduct of research on the organization and financing of MH services, including quality improvement activities and their evaluation.  The course will begin with definitions of social policy and MH policy, placed in a context of the history of MH services and other related human services (such as education, welfare, criminal justice, housing and labor). Participants will conduct an exercise to develop a model mental health policy, following its essential steps - and then learn how to evaluate its implementation and its impact. They will focus on how a policy is developed into a MH plan and then a programme. Implementation issues will be studied to inform the design of evaluations of MH policies. Trainees will then study examples of MH legislation and methods for evaluating the implementation and impact of policies that derive from such laws. After an introduction to the organization of services for MH, trainees will study a variety of quality improvement strategies and learn how to monitor and evaluate them.
